- Change package.json to use napa
- Add napa entries for external sources that we didn't fork

- Make new "karlstatic" repo for other sources that we did fork (or can't find)
- Change gulp to point at node_modules for external JS/CSS dependencies

- Change gulp pipelines to copy the concatenated sources to .dest() before
  doing a minification/sourcemap
- Make sure CSS/JS sourcemaps work ok under KARL

- Remove checkins of upstream dependencies
- Remove js_devel_mode

I have notes on a fourth and fifth round, but that's far out enough to defer.
