Steps to repro:
---------------
1. Create a policy with the symbol comma ex: pol1,2
2. Create a VN.
3. Edit the VN to attach the policy pol1,2.
4. Click the network policy text box. Then choose the policy pol1,2. It is not getting selected for the first time.
But the same thing is working fine for the second time.
