If we have't documented this, can we get naming right before we do please?

Rather than "safe" or "unsafe" mode, we are describing auto-harvesting of machines that are unknown or unused. Bug #1345553 describes the preferred nomenclature.

"Safe mode" is a bad choice of setting name because it suggests:

 * everything about this mode will be safe regardless of what other settings / configurations / actions you take
 * the opposite is somehow bad when in fact it might be normal

So, this is a setting related to the behaviour of Juju when machines or services are released or unknown.
