provisioner-safe-mode is undocumented

provisioner-safe-mode appears to be undocumented and is very hard to independently discover. I see no reference to it in 'juju help bootstrap' or a juju generated environments.yaml or on http://juju.ubuntu.com/.

If we have't documented this, can we get naming right before we do please?

Rather than "safe" or "unsafe" mode, we are describing auto-harvesting of machines that are unknown or unused. Bug #1345553 describes the preferred nomenclature.

"Safe mode" is a bad choice of setting name because it suggests:

 * everything about this mode will be safe regardless of what other settings / configurations / actions you take
 * the opposite is somehow bad when in fact it might be normal

So, this is a setting related to the behaviour of Juju when machines or services are released or unknown.

We are fixing bug 1345553 for 1.21alpha1, and will then look to add the necessary artefacts to environments.yaml etc.
I am therefore removing this bug from the 1.20 series.

A fix has been committed to juju-core, and a documentation change has been landed. I believe our technical writers are going to spruce things up a bit before landing it into the documentation page.
