Comment 1 for bug 1310893

FWIW, I think it is an entirely necessary burden (we shouldn't mess with
something as critical as bootstrap in a patchlevel change). But we have
some evidence that we've made mistakes in the past and would like to
insulate ourselves from mistakes in the future.
