Juju client bootstraps agent newer than itself

juju major.minor.0 bootstraps agent version major.minor.latestpatchlevel. This means that we cannot change bootstrap behaviour within a minor version, which is an unnecessary burden. Instead, we should bootstrap the exact same version as the client.

After bootstrapping the client version, the server will then upgrade to the most recent patch level. See lp:1247232 which suggests this latter behaviour should change.

FWIW, I think it is an entirely necessary burden (we shouldn't mess with
something as critical as bootstrap in a patchlevel change). But we have
some evidence that we've made mistakes in the past and would like to
insulate ourselves from mistakes in the future.
