Workarounds:
a) reset the preferences file and don't open or save files from/to the root of a drive)
b) open a file _not_ in the root of a drive via context menu of the explorer in Inkscape ('Open with Inkscape…') and save it again after a small edit, save it as (with a new file name), and save a copy as, to reset the paths stored in the preferences file for the various save operations which trigger the known regression in Inskcape 0.48.2 on Windows.

Please check the version information in Inkscape menu 'Help > About Inkscape': only Inkscape 0.48.2 is affected by this bug. You could try the recent release of Inkscape 0.48.3.1, available at:
