Windows exception message if C:\ not present

Bug Description
If you install Inkscape to a machine that does not contain a C:\ for its Windows installation, on Inkscape startup, a Windows Exception processing message appears. (See attachment for dialog box image) You need to press "Continue" several times before the message goes away and Inkscape loads.

Looking around on the web, the message seems to affect people on a number of different software packages - all sharing the same characteristic : Machine does not have a Drive letter C: for its primary partition. The message reported by them is the same. It might be some common library that several programs are using. I do not know how to find out. I'll be happy to help track down the source of the bug if someone can let me know how to do this.

Steps to repoduce:
Install Inkscape to a machine that has its Windows installation done to a drive letter that is not C:.
Open Inkscape: Windows Exception processing message dialog box appears
Resolution:
Click the Continue button on the dialog box several times (~6). Box goes away, Inkscape loads.
