Thanks for your suggestion. But I still prefer SVG format which has best quality for vector graph while keeping the file size small.

For those people has similar problem as me, I found that if you export SVG from independent Drawing document in google doc then you can get any binary images in the file as local. I produced above problem by exporting images from a drawing inside a google document.
