I just fixed this error... it seemed to be caused by one of two things...

a bad preference file... or quserex.dll is missing...

Try the following:

1) delete the 'Inkscape folder' in C:\users\(user name)\AppData\Roaming

2) Launch Inkscape

or

1) reinstall quserex.dll by uninstalling and reinstalling the open libraries at:

http://sourceforge.net/projects/openlibraries/files/openlibraries/0.4.0/openlibraries-0.4.0-sdk.exe/download

2) Launch Inkscape.
