I think I'm still not explaning myself as I'd want. My point is, there's nothing which explicitely supports only Inkscape translation. There are however various teams for major projects translation (eg. kde-l10n, gnome-l10n) plus some sort of catch-all umbrella (eg. the TP) which you may refer to.

I'll outline the Italian situation: I'm the current translator and coordinator; I sometime receive other contributions and work on translation with other guys, thus coordinating with them. Anyway, we're not by ourself a framework. Then there exists various other project, like gnome-l10n, debian-translation, kde-18n, gnu-l10n, openoffice-it which focus on their own projects. Plus we have a TP where all other application translators (ie. inkscape, scribus, gimp and many others) refer to. There, we have a common glossary, frequent translations for standardized terms and a common approach. There all translations are reviewed and discussed before being upload, to maintain a certain degree of quality and uniformity. But, as you may have understood, there's nothing like "they told me they only work to support inkscape". Inkscape there is just a part of a wider puzzle. The key is not the single application, but uniformity and quality of free software. That's way I was quite concerned about your actual procedures.

Just for reference, this the Italian TP: http://tp.linux.it/
I really think something similar exists for German too. If not (higly dubious), you would better coordinate and review between you guys, just for a start :)
