It was cut and pasted onto a new layer. The same thing was done with another path. Then both paths were selected, but Combine Path did nothing. Neither object was locked in Object Properties. I was finally able to get the paths to combine by pasting them into a new document and saving it. Maybe saving it tweaked some anti-combine data? The problem paths still exist and still can't be combined.
