I'm not sure if I understand the issue:

Typing some text, selecting a single word and recoloring it by choosing fill from the pallette works fine for me in Inkscape 0.92.2 (5c3e80d, 2017-08-06) on Windows 10.

If you're referring to the color picker / pipette not being able to re-color individual words of a text element as tracked in bug #166951 then it's not necessary to open a new bug. (The the old bug is still open and not specific to a single version)
