Tiny cursors and icons on high dpi screens

On Windows 10, with a high resolution screen (3840 x 2160, 15.4" diagonal) the platform cursors are normal sized but the Inkscape-specific custom cursors are tiny, barely visible.

Confirmed on HP spectre 360x (3840 x 2160, 15.4" diagonal), windows 10, inkscape version 0.92pre2. Everything is tiny, completely unusable. Inkscape 0.91 looks a bit blurry, but it works just fine.

Confirmed on the 'Microsoft Surface 4' (2736px * 1824px; DIN A4). Windows 10; Inkscape 0.92.

Apparently the icons are not scaled properly.

correction: nothing of the UI is scaled properly, especially icons which are unuseable, because they are too tiny on high-res displays.

Workaround from duplicate bug #1698026 comment #5:

Note that while it will result in larger icons it will prevent Inkscape from using the native resolution of your display for on-canvas drawing and UI text, so you have to decide for yourself what's more important.

Good news is that the icon issue is fixed in Inkscape master (they are always the proper size and use full display resolution now), unfortunately we regressed on-canvas drawing, see bug #1285887.

For me (win10, screen resolution 3840x2160) this bug makes it completely impossible to use inkscape. I'm a bit surprised this bug is rated as "medium" importance only. Are high-res users such a small group of inkscape's userbase?
