Filter editor undocked: description partly hidden

Menu Filters -> Filter Editor
With the filter editor dialog docked and the dropdown "add effect" set to "blend" (small description), make the dialog as small as possible (horizontally and vertically). See screenshot 1.
Now undock the filter editor dialog and make it big. Set "add effect" dropdown to "Turbulence" or any other effect with a large description (see screenshot 2). No matter how you stretch the dialog, part of the description remains hidden.

In short, the error seems to be missing sliders in the description box, or the impossibility to stretch the description part of the dialog (no handles).

Linking as duplicate to earlier report bug #1436180 - please add a comment here (bug #1480328) and revert the duplicate status if you think this was done in error, and that the issue as experienced with Inkscape 0.91 on Windows needs to be tracked separately from other platforms.
