I am commenting here to provide feedback that was requested of the original poster.
My configuration is similar to this user and I was having the same problem. I am using Windows 10, Inkscape 0.91, have an Intuos Pen Small, CTL-480/S0-AX. I saw significant delays in drawing, but none in paint. I turned of the rulers and suddenly the delay disappeared.
