Does hiding the rulers help? You might also want to try whether it helps to improve perceived performance to run Inkscape with Windows Classic theme instead of any Aero-based theme.

Probably a duplicate of performance regression with cairo >= 1.12 already tracked in

(64bit builds of 0.91 use a recent cairo git master build (1.14.1), whereas 0.48.5 and 32bit builds of 0.91 use cairo 1.11.2).
