Please check this revised bug report.

To reproduce:

-Enable all snap tools.
-Add a horizontal guide.
-Select the Bezier tool.
-Move the cursor over the guide and wait for it to snap.
-Slowly (but before the snap times out) move it offset (less then 20 pixels) and press CTRL-Lclick.
-Notice the node is not placed on at the snap location.
