Bug Description
The tool descriptions (when my mouse highlights a tool) don't work in Windows when the layout is customized to High Contrast. I suppose the reason has something to do with the black tool descriptions appearing on a black background. It still works when I use the normal contrast setting.

Did you install 32bit or 64bit packages of Inkscape?
(The difference might matter because they do not necessarily use the same version of the GTK+ toolkit, and this report looks more like an upstream bug in GTK+ for Windows, not specific to Inkscape).
