Scroll does not work with trackpad

On some computers I use Inkscape on I can scroll/zoom scroll ok, on others I cannot.

I am filing this against my HP Laptop. When using trackpad scroll, it does not work. I can do the same scroll in other programs (i.e. GIMP2) but Inkscape is alone in its inability to scroll. I do get the scroll mouse indicator, so I know I'm in scroll mode.

Also, as a result of that, ctrl-scroll does not zoom. Again, GIMP works fine.

Please provide details about your OS and Inkscape version (see Inkscape menu 'Help > About Inkscape').

Win7 x64, Inkscape 0.48.2 r9819
Though this has persisted for a few versions. i don;t use inkscape on this computer much so I just always dealt with it, but then I was working in GIMP and Inkscape together and then I realized how annoying it is having it work in one but not the other.

(Note: it seems likely that both reports are closely related to or a duplicate of earlier reported bug #624749 “v0.48.0: no horizontal scroll, windows 7, using synaptics touchpad”).
