Tethering over Bluetooth/WiFi/USB missing in ICS & Jelly Bean.

As of now none of the Linaro-Android builds support the tethering feature.(11.10 release )
Tethering feature enables sharing of device's internet connection over BT/WiFi/USB.
(Bluetooth, WiFi and USB tethering are supported at Android level in Gingerbread.)

Completed the Android Framework changes for USB tethering and is working fine in Origen Board:
Test Method:
Enabled USB Tethering: Settings->More->USB Tethering->Enable.

This assigns IP to host machine and we can ping it.

Working on Pushing patches to Gerrit.

Fixed and Pushed in Origen Board, Can be used as a reference and changes can be made for other boards
as well and test it. Tethering works fine!
