vhellmet - it's a good idea, and something like this was planned (https://wiki.ubuntu.com/DesktopTeam/Specs/AboutThisComputer) but the specification appears to have been abandoned:

"ted-gould, 2008-06-02: Made obsolete after discussions at UDS. Doesn't currently match our desktop goals and QA is no longer interested (they've got more advanced tools)"
