I am not able to reproduce with following settings so would like to know the your system environment to reproduce this.
1) Mounted /tmp directory to tmpfs and gave noexec permission (using /etc/fstab)
2) ran 'hp-upgrade -g -d ~/Downloads' command.
--> Successfully upgraded to latest HPLIP.
