Comment 3 for bug 944763

We wanted to reduce the impact on development during the final hours of E4 which is why we pushed the code layout changes to the last minute. There was some confusion on how the tarball is generated which is why the manifest was out of date.

As soon as we get another +2 on https://review.openstack.org/4829 the tarball can be re-rolled.
