Missing files in horizon-2012.1~e4.tar.gz

please check the tarball for essex milestone 4. there are a few files not included (for example I'm missing manage.py).

also python setup.py install fails at the moment because the file README.rst is not included.

Would have been better to notice that on the milestone-proposed candidates rather than on the published tarball. Would have been even better to not change the repo layout in the last days before E4.

We wanted to reduce the impact on development during the final hours of E4 which is why we pushed the code layout changes to the last minute. There was some confusion on how the tarball is generated which is why the manifest was out of date.

As soon as we get another +2 on https://review.openstack.org/4829 the tarball can be re-rolled.
