    Keystone-related improvements.

      * Repairs updating for users and tenants. Fixes bug 912143.

      * Makes connection caching work for admin keystoneclient calls.
        Adds unit tests for horizon.api.keystone.keystoneclient.
        Fixes bug 933170.

      * In conjunction with this keystoneclient review
