Doesn't seem to be the same as https://bugs.launchpad.net/mos/+bug/1363102.

I tried with different env's configuration. It's about 100% reproducible on non-HA/ubuntu/neutron/ceph (with Ceph RBD for ephemeral volumes ON) on my host. Not on CentOS or Nova-network.
