On the GNOME desktop there is a setting which controls the way toolbar buttons should present themselves. This setting lives on gconf key /desktop/gnome/interface/toolbar_style and, I believe, is also present through the XSETTINGS mechanism.
For the sake of platform integration Firefox should try to follow this setting as best it can.
