Firefox should follow the system's setting for the toolbar: show both text and icons, or only icons, depending on what the user set in preferences → appearance.

On the GNOME desktop there is a setting which controls the way toolbar buttons should present themselves. This setting lives on gconf key /desktop/gnome/interface/toolbar_style and, I believe, is also present through the XSETTINGS mechanism.

For the sake of platform integration Firefox should try to follow this setting as best it can.

Since this is a feature request, I'm setting the report as Wishlist. Before this can be considered triaged, we need to see if this is something that would have to be handled upstream.

I don't think this will ever be fixed by Mozilla. They're aven dropping customization options http://www.ghacks.net/2013/02/03/mozilla-to-remove-text-icon-options-from-firefox-small-icons-too/
