Claims Returned item gets stuck in Other/Special Circulations if checked out

Bug Description

3.10

If an item is marked Claims Returned and then gets checked out to a patron without checking the item in first, the item gets stuck in the patron's Other/Special Circulations.

To recreate:
1. Check out an item.
2. Mark it Claims Returned.
3. Check out the item again and override the checkout.
4. Item stays in Other/Special Circulations even when checked out to same or other patron and then later checked back in.

I am also seeing this behavior on a 3.7.2 system.

Also worth noting - if the library setting "circ.claim_return.copy_status" is set to a non-stock status (we created a status "Claimed Returned" for this purpose) no circulation is created for the new checkout.

I came across the library setting "Items Out Claims Returned display setting" with the following description: Value is a numeric code, describing: A. In which tab ("Items Checked Out", or "Other/Special Circulations") the circulation should appear while checked out, and B. Whether the circulation should continue to appear in the "Other" tab when checked in with outstanding fines. 1 = (A) "Items", (B) "Other". 2 = (A) "Other", (B) "Other". 5 = (A) "Items", (B) do not display. 6 = (A) "Other", (B) do not display.

On 3.10, after changing the library setting value to 6, the claims returned items that had been checked out before first being checked in no longer displayed in Other/Special Circulations. I am not sure if changing the setting is a complete fix, since I would think they still shouldn't show on the account either way, but wanted to note that here.

Just noting that (in 3.10) a claims returned transaction stayed in the Other Circs list even after being checked in, then checked out again. This item/patron had been billed for damage (coincidentally) so had an outstanding fine.

I checked our settings, and we had no value for the "Items Out Claims Returned display setting". Changing it to 6 cleared the display.

I didn't test to see what the default/no setting value behavior is if there is no outstanding fine.

It's hugely confusing to have a "circulation" continue to display even after the item has been checked in - this has been driving us nuts for a while now, very glad to have found this report!

Noting that in the situation, the original claims-returned loan never gets xact_finish set, even if you check it in, and that's the proximate cause for the loan remaining on the other/special list.

A (slightly odd) workaround I just stumble across: assuming that the claims-returned loan has no opening billings on it, selecting the loan, choosing Add Billings, then adding a $0 billing will cause xact_finish to be set on the loan. The billing note could be used to explain the workaround.
