Sorry I wasn't clear. The idea would be for the alert to go to the library (an email address for the library or someone at the library responsible for this). Making them aware that there is a pending patron. But the A/T template can be setup to email whatever they want including the patron if they configured the To: address as such. It should go out as often as the cronjob for that A/T granularity is set. A feature for the pending patron becoming a full patron already has an action trigger (I think) au.created.
