Add action trigger for email/sms for patron self registration

Bug Description

It would be nice if Evergreen could alert when a patron self-registers. It could leverage the AT system and all of today's features like org scoping, tt2 variables including library settings.

Bug 1821093 would be nice to have as well. This bug and that bug do not need to be connected, however the issue of SPAM becomes more of an issue without the captcha.

Alert whom? The patron placing the registration request? A library staff member? And when should the alert go out? When the patron submits the form? When the pending patron record is converted to a full one?

Sorry I wasn't clear. The idea would be for the alert to go to the library (an email address for the library or someone at the library responsible for this). Making them aware that there is a pending patron. But the A/T template can be setup to email whatever they want including the patron if they configured the To: address as such. It should go out as often as the cronjob for that A/T granularity is set. A feature for the pending patron becoming a full patron already has an action trigger (I think) au.created.

Yes, au.created gets triggered whenever creating a new user either from scratch or from the pending registration (it does not differentiate between the two).

I could see the new feature being useful as a way to remind the patron that they need to come in to the library to complete their registration.

In our situation, it wouldn't be useful to email the library that there is a pending registration, but I could imagine that being useful in a library where accounts were created and mailed out without the user needing to come in to the library.

The intention would be to email/text a librarian about the new submission but the template can be customized to notify anyone of course. Including that patron.

I tested this but was not able to tell if it worked or not. I did not receive an email after doing a self registration and importing the record. I put in my email address as the libraries email. Maybe the server is not pushing out the emails??

This bug says it is in progress, but no one is assigned to it. Since we've had mixed testing results, I'm going to refrain from pushing it.

The MOBIUS test server has spam filters in place to require that the sending email is a MOBIUS email address. After realizing that, and after Blake took out a blank line that caused a problem (and force pushed the change to the same branch), I tested it with no problems.
