Thinking aloud, if this were done as a library setting, it seems to me that it should be checking against the patron's home library (as opposed to the search library or the physical_loc library). It might also be useful display some explanatory text.
To suggest a couple other possibilities:
- would it be useful to tie whether the address can be edited to the patron's primary permission group, similar to where the default expiry interval is set?
- would a per-patron flag be useful?
