Bug Description

This is pretty nitpicky but....

With the changes implemented by bug 1538691 to change terminology, a few Administration interfaces were renamed. Since both Local Administration and Server Administration have historically presented their links in alpha order in the staff client, the renamed links are now out of order.

Local Administration changes:
Item Alert Types
Item Alert Suppression
Shelving Location Groups
Shelving Location Order
Shelving Locations Editor
Item Tags
Holdings Template Editor

Server Administration changes:
Item Statuses
Item Tag Types

Having these in English alphabetical order again would be great. Even better would be if these were in alphabetical order for non-English translations as well.

I've pushed this along with a follow-up to alphabetize the Angular server and local admin splash patches to master and rel_3_4. I've also backported the AngularJS versions to 3.3 and 3.2.

The Angular server admin page still needs work, but that should already be covered under bug 1841616.
