Bug Description

Correcting the position of the Holdings Template Editor in the Administration > Local Admin screen. Moving it so that it's below Hold Policies rather than the Transit Lists.

This could be done at the same time as reordering the whole menu, as mentioned in bug 1803790. Steve, would you be willing to look into that too?

It looks like someone has already beat me to it. I see a new patch now for the proper alphabetical order on that request, so I think we're good here.

I'll mark this one a duplicate, but no one has tested and signed off on bug 1803790, so if someone wants to test that one, that would be great!
