Web Client: Cannot Select Issuance in Quick Receive

Bug Description

Sometimes, when checking in a serial, there is a need to check in an earlier issue. In XUL the Batch Receive function allowed you to select an earlier Issuance. In the Web Client, Quick Receive does not have such an option so you need to go into Manage Subscriptions to take care of this which is several extra steps. You should be able to select an Issuance other than the default in Quick Receive.

One of the libraries in our consortium just let me know that the Quick Receive is not useful for them, since they have some missing issues (due to a change in subscription manager), and they don't claim missing issues in Evergreen. So, the quick receive always defaults to one of those missing issues from long ago. It would be more helpful if it defaulted to the next issue after the most recently received issue.

This is still an issue in version 3.9. I agree with Jane that quick receive should default to the issue after that most recently received. The user would still have the option to go to the "Manage issues" tab to receive earlier issues that were overlooked or arrived out of sequence.

At our library we do claim issues that are not received, but sometimes we either can't claim (too late) or various other reasons that we know we will not get the issue. We just marked it as either Not Held or Not Published, whichever is appropriate, and it removes them from the Quick Receive menu, which might help Jane's library that doesn't claim.

I do believe that Quick Receive should still allow you to choose an issue as it did in the XUL client, because often you miss an issue and didn't know that yet, so it hasn't been claimed yet, and branch staff needs to be able to get to the later issue. It's been a long time, but I think that in XUL only the claimed and expected issues were in the dropdown menu in Quick Receive to choose from. I think maybe it was blank until you clicked the dropdown arrow and chose the issue, but defaulting to the next expected issue would be helpful, with staff knowing they could click the arrow to get to either an earlier or later issue.

No matter if staff are using Quick Receive or Manage Issues, Evergreen also still needs to allow you to receive issues that ARE in claimed status which is https://bugs.launchpad.net/evergreen/+bug/1823765
