Could you give us a little more information about your system? Specifically, what version of Evergreen are you running?

When searching in the staff client, expected behavior is to retrieve empty bibs, even when you are scoped to a library. The reason for this is to allow catalogers to find a fairly new record that does not have any holdings so that they can add the holdings. You should NOT retrieve empty bibs if you use the limit to available copies limiter, and there is an existing bug with this problem - bug 1745446.

However, you should not be seeing records with holdings from other libraries that do not have holdings from the scoped library. There were a number of search visibility bugs in early 3.0 releases that sound similar to what you are describing, but they were addressed in 3.0.3.
