WebClient search results not filtering to specific library's collection

Bug Description

In Evergreen WebClient and XUL Client, when we narrow the search down to our library's collection (NWC), the results show a bunch of empty bibs for books we don't own and it doesn't show only our holdings. For example, if we search for James Patterson and specify our library, ALL James Patterson books in the system show up, even if we don't own them, and many of the titles are empty bibs.

When searching in the staff client, expected behavior is to retrieve empty bibs, even when you are scoped to a library. The reason for this is to allow catalogers to find a fairly new record that does not have any holdings so that they can add the holdings. You should NOT retrieve empty bibs if you use the limit to available copies limiter, and there is an existing bug with this problem - bug 1745446.

However, you should not be seeing records with holdings from other libraries that do not have holdings from the scoped library. There were a number of search visibility bugs in early 3.0 releases that sound similar to what you are describing, but they were addressed in 3.0.3.
