Comment 11 for bug 1746800

I don't see catalogers filtering by copy location very often when looking for an existing record to attach holdings, so I don't see removing empty records from those results to hamper cataloging workflow. Perhaps if they thought the title was already in their holdings, but I don't think they would expect to retrieve an empty record in that case.
