Staff client no longer respects filing indicators when sorting by title

Bug Description

Evergreen version: 2.10

In bug 1012308, code was added to 2.8 that allowed the title sort in the staff client to honor filing indicators in the MARC record so that initial articles could be ignored in the sort. In a recent test of 2.10, I found that title sorting is no longer ignoring initial articles where the filing indicators are properly identified.

Testing was done in the xul client item status, patron holds, and holds pull list interfaces. I also tested the web client's bills interface (the only one that seems to allow sorting at the moment) and also found that filing indicators are being ignored.

See also related bug 1391314, an outstanding issue from the previous fix where sorting was found to be case insensitive. It would be nice if both could be fixed in the branch.
