I have the same problem in Chrome, IDLE, Arduino IDE and basically all the 3rd party software on my computer.

After maximising and minimising I have to point the mouse slightly above where you would expect it to "snap" into the resize cursor on the top and bottom, or slightly to the left for both the sides. Its as if the window manager thinks the window is slightly above and to the left of where it actually appears.

However, it doesn't seem to be the case for default applications such as files, scratch or terminal.
