On un-maximising a window, cursor does not accurately click on app elements; resizing or moving the window after un-maximising fixes this

Bug Description

Whenever I maximise a window and un-maximise it, the cursor doesn't accurately click on elements in that window.

If it's Firefox that's been un-maximised, the cursor doesn't turn into a hand unless it's slightly above the link I'm looking at. Same thing goes for grabbing the edge of the window, etc.

When I resize the window or move it, I can see it "snap" to the right position, and after that point, the cursor is accurate.

I have the same problem in Chrome, IDLE, Arduino IDE and basically all the 3rd party software on my computer.

After maximising and minimising I have to point the mouse slightly above where you would expect it to "snap" into the resize cursor on the top and bottom, or slightly to the left for both the sides. Its as if the window manager thinks the window is slightly above and to the left of where it actually appears.

However, it doesn't seem to be the case for default applications such as files, scratch or terminal.

I have the same problem with Zim, when I wanted to select nodes in the left pane or regular menu entries in the header bar, I had to click just a little bit to the top to be able to click on it. Maybe this bug only affects programmes without the new title bar that was introduced in GNOME, you know the thick one, I forget what it's called.
