Comment 2 for bug 364463

This is indeed a bit irritating behavior. I'm not sure know if anything can be done about it, though. Every applet that opens windows behaves like this, even standard ones like the clock applet and the volume control. Maybe this should be made a feature request for gnome-panel instead?
