What VPN provider are you using? I am having no problems in 16.04 using ovpn files provided by PrivateInternetAccess. Perhaps this is a compatibility problem with the format of your provider's files.

Can you check if you can successfully import a vpn config from this file? https://www.privateinternetaccess.com/openvpn/openvpn.zip
