It's strange and i confirm this bug.

For informations i had Bug #128258 (closed now)

In this bug when /etc/papersize (a4 for me) is not present, adding new printer resulting in using letter paper size.
Now it's not the case, and all printers, with /etc/papersize set to a4 or letter or file deleted resulting in using a4 size.
