I don't know how to reassign this back to papercut, but it's definitely included in the default installation.

System > Preferences > Appearance > Visual Effects

And if memory serves, you are offered to use these settings by default if you have a graphics card that supports it.

CompizConfig Settings Manager was only used to understand what the visual effect settings do, not to modify them.
