The gnocchi charms functional tests perform a pause and resume test. Once the system is paused the charm sometimes reports:

     application-status:
      current: blocked
      message: 'Services should be paused but these services running: gnocchi-metricd,
        apache2, these ports which should be closed, but are open: 8041'

This seems to be particularly problematic on bionic ussuri deployments
