Pausing service does not always shutdown apache and gnocchi-metricd

Bug Description
The gnocchi charms functional tests perform a pause and resume test. Once the system is paused the charm sometimes reports:

This seems to be particularly problematic on bionic ussuri deployments
The issue appears with the old amulet tests and the new zaza tests.
