Thanks for reporting this; even though I see that page occasionally I've never really paid attention to the strangeness of calling printable backup codes a device.

I can think of two possible changes here:

1. We could exclude printable backup codes from this page.
2. We change the messaging for printable backup codes to mention that the user should double-check that they still have access to the codes, and explain how to regenerate the codes if they've been lost.

I think the second option makes the most sense, but is potentially more difficult to implement.

I've created a Jira ticket to track this; we can't commit to any fixes yet but I'll try to keep this bug updated as we progress.
