Scopes just use the location data that's provided by the unity-scopes-shell, and as I understand it, unity-scopes-shell just passes along what it is given. So I think this is not an issue with scopes or the shell but something lower in the stack. I'll change this to canonical-devices-system-image therefore.

Regarding the refresh of today scope, a bug was fixed for release in ota 13 that I think was the root cause here. https:/ /bugs.launchpad .net/today- scope/+ bug/1599948
